PSI requires a lot of energy and concentration which is not infinite for Cecil. He can run out of energy which will require him to restore it or switch to physical combat.

Extra- He creates a villain clan as he hate the norm with passion. He very powerful as it been said that it take a team or Cecil to take him down but nothing seem to able to kill him. the capital city in the country of Vulpinos. It's a city where furries and people live in harmony (for the most part). The city is divided into four sections: North, South, East, and West. In the center is the capital building, the largest skyscraper in Fur'Oly. The city also has important boarders: to the northwest are the Sol Mountains, and to the southeast, The Luna Forest, further southwest, Vulpinos ends and The Great Sea begins.
Character opening:
Cecil Jacobs has been the sole protector of Fur'Oly ever since he discovered his powers of PSI at a young age. Since then he's saved the city from destruction time and time again. He lives in a small apartment on the south side. Despite having saved the city several times, the people of Fur'Oly still hardly know his name. He is very quiet when it comes to his powers and what he uses them for in public. Cecil doesn't really mind not being famous since, he doesn't care about glory. He is the protector of Fur'Oly simply because it obviously needs one...

Lucifer- A semi truck almost ran over luctfer. The driver and other people on the truck was wearing mask and holding gun. As they sped through the crowd, running over unlucky people and shooting them from behind as they move away. The group were laughting.
Zaida-"Really? You think I the one whom blew up the nasty norm bus? And how you going to prove it?" the Fox hit the leg on her so she cab roll away. She stood up to face her accuser.
Cecil- "Stand down freak! You will stand down or we will open fire on you" One of the police spoke as the other line up in circular around Cecil. While the police ready their gun and aim, there was a feeling of dark and evil power heading toward them and fast.

Personality: Buggy is extremely sadistic and insane, seeing the world as a sandbox for him to destroy. He cares very little for others, looking at them as scum compared to him. Buggy is also so ruthless, that he could kill another villain just out of annoyance. However, Buggy has a heart of honor, and will fight a strong opponent fairly, rather than send his insects in.
Norm Clothes- Anything really, Buggy gives little care to what he wears besides his villain outfit.
Hero/Villan clothes- He wears a navy-blue polka dotted shirt, a light purple veil around his waist, and baggy red pants. He also wears a number of rings around his arms, legs, and waist.
Extra- Buggy is a lean built furry that has pink fur as well as red circles coming down his back, as well as yellow insect wings and antennas. His eyes are red with yellow pupils. For a tail, he was a red, three foot long abdomen, similar to that of a honey bee.
Power- Insect Manipulation and Insect Traits
How you gain your power- Buggy was one of the many victims of an experimental program that wanted to create super soldiers with insect DNA. Though unknown means, Buggy was mutated into an insect hybrid, but was able to escape when a fire burned down the facility.
Detail of power- Despite his seemingly frail form, Buggy is more dangerous than the insects he stored in his body. He has incredible reflexes and speed, and can even create multiple afterimages of himself and avoid several attacks with ease, as well as deceptively immense brawn, increased when he removes his bracelets. However, his main strength lies in the nearly inexhaustible stamina he is endowed with. Not only was he never seen fatigued after fighting for long and sustaining serious injuries, but also he can spawn hundreds of insects despite each of them requiring the same energy expenditure as a triathlon. His body has undergone insect-like mutations through unknown means, the most striking being his wings similar to those of a cockroach. They enabled him to fly and move at remarkable speed and can to be rather sturdy. Moreover, in his mouth was concealed three rows of razor-sharp fangs which can deal severe damage to the opponent. However, he used to keep them retracted in order for his insects to get out of his mouth without dying. He also has large clusters of nerve cells stored in every part of his body, which allowed him to control his body even when injured. With his ganglions. Furthermore, he had eyes going beyond the level of compound, with each having one million individual lenses; he could use them to see even the smallest object.
Weakness- Despite being a villain of great experience, Buggy can be described as a glass cannon. Although he is capable of taking on a powerful hero in handed combat, he has a terrible tolerance to physical damage, and will do everything in his power to try and avoid being hit. Not only that, but due to his cocky and arrogant personality, he often underestimates his enemies and often attacks them with everything at his disposal. To make up to his low tolerance to pain, Buggy is trying to find a way to create an exoskeleton that'll improve his durability and strength.

Background- Taken away from his home as a child, Davis was forced to endure agonizingly painful experiments at a facility in Russia. This facility, funded by the enigmatic Typhon Inc., wanted to create super soldiers though the use of insect DNA, with Davis being their most successful specimen. However, when a fire hit the facility, Davis was able to escape into the world, where he vowed to destroy the world for what they did to him. Through years of practicing his powers, Buggy has become skilled enough to become a formidable threat as he sets out with his army of insects to make the world burn.

Anti-hero clothes: Full Plauge Doctor garb, with thick combat boots, and a cape thats black on the outside and red in the inside.
Weapons: a hidden blade in his cane, that has a small metal skull at the top. And his fist, though he perfer not to us them.Oh and CARDS!
Power: His power is to enchant his blank cards to cast spells. No the spell's power depends on the surface of the card. So if he made a card out of notebook paper, then the spell is pretty bad. But if he were to enchant a brand new playing card, then the spells piwer works as normal. Now the spell can be as simple to summon a fireball, or make a sheild around himself. Or make a fog to cover his escape. Now he can enchant about 20 cards per day, and once he makes all 20. Then he must get a full 8 hours of rest to make the cards once more.Which he can enchant on any card he has on him, until he hits the limit.
Weakness: Now his cards may be a bit broken, but he has no healing factor. So if he gets throw into a building he won't get up for a long time. Now he must say the cards name to cast the spell. So if someone were to choke him or he can't say it at all. Then no spell can be casted. So to give an example he use a card called. "Card of a wall of fire!" And such. Now when he uses his card, it is burned can't be used again. Unless he makes another one. But this can still hit the 20 card limit..
Job: He is actully a doctor.
Background: He was always found his magic as a child, and when he discovered his fathers old notebook. Which explained that in his bloodline, they all controlled the raw magic around them diffrently. So now the eager little bird wanted to find out how he controlled magic. So after many years of trail and error he soon found out that he can make templates that use magic. And since he is still learning even to use this. Now after his parents were killed for being "witches and devil worsihers" Raiden decided to get his vengence back and found that being his made up personallty Dr,Zed. He was having the time of his life fighting heros or finifhing off his long looked for killers.....
(Ok soooooo does this work, or do I need to tweak this character. I hope he's not over powered.)
