Title: Tracing

If I traced a picture that a artist made. Then colored it the way I wanted and maybe added a few different things. Is that allowed? Or is it bad?

In most cases that is not allowed. I would go forward and ask the artist that you traced from if it's okay to upload it anywhere.

And also of course I would say the same thing with regards to what Alistair said.
Make sure the artist gives permission. Sometimes they mention it in the despcriotion of their piece if it's allowed. But it's always nice and good if you give credit to the original piece you traced, to give proper credit to the original artist :)
