Aside from the major, you have to consider a number of different things when choosing a college. Cost of tuition, community college vs. state university, class size, reputation, effectiveness of the degree you'll get when later trying to get a job, the location and area of where the school is, etc. Also, if you're living at home and don't want to move, it may need to be within driving distance, or you'll have to consider whether you should live in a dorm or get an apartment nearby. That also leads to looking into the cost of dorms and apartments, and the kind of area those are in too.
If you really like a certain school, you could always start with an "undecided" major while you decide, or you can always switch majors if you feel one isn't working out for you (though it will likely mean spending an extra year or two in the school). Some schools may be better for some majors than others. For example, I study animation, and most of the schools in the state don't even have an animation program, so that limited my choices when I was searching for one.
Having been through an "art" program of sorts myself, I would not recommend getting an art degree unless you're really sure you want to try to make a career out of it. Drawing can always be a side hobby, and you can even take some art classes at the college you go to without actually majoring in it. The pay you'll end up with most likely won't be glamorous, and the degree can't really be used for any other jobs outside the artistic field.
