US Customs?

Hey guys, so I'm considering commissioning a fursuit maker. Unfortunately they live in Germany and I live in the USA. Shipping is high, but the big issue I'm having is customs and duty tax. One website said that if it was marked as an informal entry (for personal use and not to be re-sold) and it was under 2500 there would be no tax...  the suit would be worth approximately 800 us dollars.

I'm heccin confused and would appreciate any help! Also any estimates on what shipping would be would be very helpful! thank you!
