Partial advice in building

Ok! there are 2 sections to this that i have.|
1) I need some help making a tail for a partial something simple to clip onto a belt, Whats the best way to make a pattern for this? (the tail is black on the top and white on the bottom, and the other tail is plain beige)
2) whats a great way to build the head? i tried using the all foam base then starting from there but i always have a difficulties making the muzzle  and ears. I wanna make one with a  static  jaw, or a jaw that uses elastic.

http://www.matrices.net/balaclava.asp  this is the tutorial i originally went off of to make my suit head, and it has great mouth motion.

for the tail... I always draw out what I want the tail to look like on a piece of cheap cloth, much like bedsheet material.  Keep in mind the diameter of the tail.  if you want a 3 inch thick tail, that's approx. a 9 inch circumference.  4 inches, 12 inch circumference.  and so on.  The pattern that I draw on the cloth is a full profile view, so it makes half a tail.  flip the pieces upside down for the other half   When you draw it, you should use half the circumference as the actual size for the pattern.  On this, just draw out whatever pattern you want, LABEL IT CAREFULLY if there are multiple similar pieces, or even if there aren't.  just label it carefully anyway   and when you draw on the fur, make sure you distinguish which piece is for what side.  a simple line for all the right half pieces with of the label (DBIII for dark blue three, for example) should be sufficient for identifying the parts
