Loss of quality

I'm not to sure if somehow I always miss the missing pixels but when ever I seem to save an art piece from an SAI (stander for sai tool) into something like png or jpg and then go look at it- some pixels disappear leaving blank open white spots as if I missed them. :/ I regularly check the work as I shade and put the base so I'm not understanding why this happens :/. Any one have similar problems or can offer any advice?
if you ever want to see Lil Johny again...
