comes in flying while standing on a 1ft conical meteor of enriched plotunium wearing an radiation suit. after a spectacular crash-landing starts giving out orders, "alright i need a reinforced concrete dome with walls  50 feet thick, a meter sized hole pointed towards eart and a quarter sized hole a foot from the ground, a barret .50 cal. sniper  3 regular .50 cal. bullets and 1 neutron-tipped .50 cal. bullet.
