Phone problem

So apparently, my samsung galaxy S3, which I recently inherited from my father (he got a Note 4), cannot receive talk or text. My parents turned of the mobile data on my cellphone through the provider, but before you say "there's your problem!" I must say that on my previous phone, an Iphone 4 (not S) I could do both.
I'm confused. what could it be?

Could it be some sim card or carrier lock in place? As in, could the phone be locked to only accepting a different carrier or sim card?
