It all depends on the genre. But I personally think a nice mix of gameplay and story works best. Still not neglecting graphics though. It doesn't have to be triple A high end but all the pseudo retro things I see all the time are bad

Actually, it depends on the audience you're trying to attract. I personally like Etrian Odyssey, but that series is made for real RPG- and dingeon crawler fans. Undertale, on the other hand, is made with both casual gamers and completionists in mind.
