As for your question, I'm pretty sure the town was founded by earth ponies but they enlisted the help of the pegasi for the weather.
I'm sure the town wasn't entirely earth ponies right from the beginning, they likely had some pegasi living there.


Or they just didn't want to work "Pegasus" into the song c:
