No it isn't. Not only it's not strictly defined, originally it was defined differently and it wasn't even close to 10 ms.
Mosquitoes are attracted to the color blue twice as much as to any other color.
They see in blue and UV, that means they're attracted to anything moving which reflects blue. Obviously, white clothes reflect the most blue light. There's no reason why they should be attracted to blue clothes as they can't see any difference between certain blues and grays. Probably a misconception which grew into a myth (like with spinach containing 10x that much iron than other vegetables - which is also false).
