Queen Victoria was scared of train travel so she insisted that the train traveled no faster than 40 mph. If that wasn't enough, she also had communication with her driver so when she wanted to move to another carriage or to another part of the carriage, she would remind the driver to stop the train. As for Victoria's funeral train, it was against her will in the sense that it traveled over 40 mph.
