Controlled violence is another term for the rules of war, in place to protect the species.  Uncontrolled violence, which many argue is the evil kind, can be eliminated with controlled violence, but which is better known as a counter attack.  Without any counter attack, we simply stand idly by while they get away with whatever they want, making no violence unacceptable as long as there is violence.
