Program can't start (platform.ddl is missing)

So, I know I shouldn't mess around too much with certain programs on the 'main' drive of a computer, but for some reason I have almost no space left on my main (C) drive. I think because of temp. files, there are too many of them, but I don't know how to find them and can delete them or move the save file for the temp.files to the other drive.
And I also try to avoid moving or deleting files I don't know if they have a bad effect in some way. But I couldn't draw in photoshop any longer, because there wasn't any space left
Hence why I decided to move some files to create space.

So what happened is, I tried moving the Adobe file, with photoshop (Elements), and it worked, except now I cannot open photoshop.
The message that pops up every time now whenever I want to open it (from the new location) this happens:
"The program can't start, because platform.dll is missing from your computer. Try reinstalling the program to fix this problem."

So any suggestions? ^^;

Unfortunately, you have no choice but to do so. The platform.dll file is just the immediate problem. If you moved a lot of files, you'll run into more problems after that. Any kind of computer errors only state the immediate problem. If you screwed up more, you won't find out until you take care of the first problem. It's best you just save time and reinstall it now than have to waste more time later. If you really want to empty up your hard drive, back up all of your personal files (especially Photoshop projects, your pictures and your videos) onto an external hard drive and uninstall unneeded programs. Also, it's good to delete your entire internet history and temporary internet files. On top of that, be sure to have your computer tuned up (or at least defragmented) at least once every 3 weeks, if you do a lot of art very often. If you're running Vista, Windows 7 or W8, also be sure to delete unwanted items in your "Downloads" folder.

I wonder if a system recovery will also do the trick though, but I'm not sure. What do you think?

recoveries take longer, normally, and it restores your computer back to the state it was in the last time you had a restore point. 9/10 people usually only have that whenever they update their computer, which isn't very often, so you might lose a lot of data, and regain unwanted ones. Also, most automatic restore points only last a couple months, depending on your version of Windows. If you do a full recovery, you'll just lose everything on the computer and it'll be just like the day you got the computer out of the box, and you'll have to redo EVERYTHING. Either way, reinstalling is the fastest way to alleviate your problem.

I have backed up all the files of drawings and videos I wanted and other files on an external hard drive, so I don't think that will mind that much. Personally. I mean, I haven't added or removed any programmes I know that are important since then (until this mistake a day ago )
So if all is fine like so, would you suggest a system recovery then?
I don't mind it  taking a long time, honestly.
