Err...  Sorry to play the part of an intervening GM, but that is a 20 foot wall...  The only one strong enough to leap that would be a herculean and even then only just by the tip of their fingers what with it being designed to keep Subjects in.  At this point, only Three can fly people over, unless there is somebody with a makeshift rope that can be lowered or perhaps working as a group to lift/toss someone to reach the top.  Lav, would you mind backtracking in your post to modify how Three made it over to reflect this?

If the source material claims the wall is electrified, then I'm running with it.  The comic never stated the material the wall is made of, so I also omitted the material used in its construction for that same reason.

IM thinking if we are going with they have the top of the line tech, its probably a type of concrete or something of similar strength reinforced with conductive nano fiber that create an entire electric field around the concrete itself. Thusly creating a two fold protective layer that hit a subject before they can harm the wall itself.
