Ahaha... Picking out gifts for My sister's baby shower right now... What do you even get for a second baby shower?  When she's got all of the strollers and changing mats ad what, and you can't buy nappies or clothes until you know how big baby will be. A friend of ours suggested some muslin squares, which sounds good

Well, you gotta get different versions of the same things! Or heck, even the exact same things if the babies look similar enough to be passed off as twins.

Aww, what a cute idea! My niece is already turning two - I can hardly believe it! The time passed so quickly! It feels like it was only the other day when I popped down to visit - I almost missed the birth, I was due back up the country shortly, and baby wasn't due until another week! But a miriacle happened, and I was holding my newborn little niece on the day before I had to travel back home  She likes Bluey, so I've been trying to learn how to draw the family from that cartoon 
I'm not even sure if I'm getting a new niece or nephew! Not that it matters~ my sister is raising them all gender neutral, so beiges, whites, and creams are all the in-colours 
Maybe a nice cuddly toy? I think they sell Beanie Baby teddies for newborns

Perhaps a BIG Bluey plushie would suffice for them?

Oooh! Well, see, there's a problem there.. Because I put my mind to making it physically possible again! 

Aww! That's an idea. Most Bluey toys seem to be 3+ .. Which is really annoying, when one of them is 2 years old, and the other is still on the way! 
They do make a lot of noise-making ones which are for 16+ months, but I happen to -like- my sister, and her sanity. 
My older brother supposedly got in trouble for showing up with a Bluey kitchen toy that was a 5+  WHOOPS.

And I put my mind to making it impossible to do anything to the throne by putting your mind to it! 

lol. I don't know how expensive this would be, but perhaps you could get something custom made? 

I guess you should also look into why a toy is 3+ in the first place. I mean, if it's just a marketing thing and there's nothing unsafe about a toy for toddlers being given to someone younger, then you could just buy something like your older brother did and explain how it's safe. Definitely do your research first though, just in case!  It's not like I'm really knowledgeable about this stuff, after all...
