I'm not affiliated with Azura or her shrine in any way, shape, or form!
I just happen to know it's a sight to see and that it's said the dark elves built it after they fled from Morrowind.
Because NPCs only have so many lines of dialogue and after a while it feels like this is the only thing anyone ever says. Yes, even dark elves will comment about how it's said the dark elves built the shrine. >->
It kinda is a sight to see tho, I'll admit.
Well worth checking out if you're in the area.
I'll give it four and a half moon-and-stars out of five.
Slightly annoyed by the lack of a campfire in the area as I almost froze to death there once, which is why I've pulled off half a star in my rating.
It was closer than Winterhold and I figured an important site of religious worship would at least have some kinds of tents or fires, but nope. The weather was also kinda bad so I missed out on the supposed view, but I can't really fault the shrine itself for that.
Also, they charge no fees!
