You interpreted this wrongly.

The screenshot is from ESEA registration site and has nothing to do with official matchmaking. I'm not banned in CS:GO.

I got mad on matchmaking, because of the random players it selected last match.

1 griefer (I'm sure it was griefer and not a troll)
1 team killer
and 1 Russian
(Last one is my friend)
No team coordination whatsoever.

I looked it up. The value in question, 31497955, is your Steam ID. Said ID is currently VAC banned. Since the official matchmaking uses VAC, there's a good chance you'll get kicked with that exact error message. So yes, you're banned from CS:GO but as far as I know that doesn't affect non-VAC servers.

To avoid getting off-topic, I feel a little bit queasy.
