It's similar in Seattle, the rain storms can't get pass the Cascades, why it rains a lot in the Seattle-metro area. Strong winds from the valleys, rain storms from the Pacific Ocean

October and November it basically rains all day and night, rain clouds from the Pacific Ocean that come all the way from the Hawaiian Islands

Only at certain times of the year. Most of the time it's cloudy. Summer it's hot and clear.

I don't like the heat.
I prefer the cloudy to rain at times.
Winter time it gets cold.

Annoying part is that most times when it can snow it's too hot and just falls as rain, and when it's cold enough for snow, is when the nights are clear. Snow is very rare in the city, last time was in 2012. Most times just a few flurries that didn't even stick for a few minutes.
