Probably not. Especially not given Bal's spheres of influence. Vampires are thought to go to Coldharbour (Bal's realm of Oblivion) when they die, and that's final.
That said, vampires -can- be neutral/good, you even meet a few in the game(s), but for the most part, since vampirism is technically a disease, it heavily affects the brains and minds of the infected too, and many go more or less "feral" because of it, especially if they can't feed often enough and/or their strain isn't "pure" enough.
Vampires with a steady supply of blood to feed on can remain more or less sane, but that'd require some sort of human cattle set-up, or humans volunteering to feed them for some reason or another.
Since most regular mortals aren't too happy with living around vampires because of how they are a "creation" of the Daedra (who are usually considered evil by most), it's pretty hard for vampires to get accepted into society when most major religions preach that all manners of undead are abominations (which includes vampires), but I could see an out-of-the-way settlement somewhere close to a heavy-conflict area/otherwise dangerous environment offering to feed a bunch of vampires in exchange for them protecting the village, or otherwise having high thoughts of vampires for some reason or another.
