"Yeah... I guess so. I just got really angry at the thought of that guy turning anyone else into monsters. Not to say that Frank is a monster, I saw the doc's files. He experimented on Humans and Anthros alike, forcing them into becoming tools of destruction, but it didn't say why." Ted said, sitting on the hood of the Humvee and crossing his arms.

big sisters and big daddies are TECHNICALLY splicers (info thanks to that I am Bioshock NUT!) just suckered into the suits. ok, not the Big sisters, but the big daddies.
Plus, I think a couple of Brute splicers mixed with Houdini could probably take them.

Perforator Ironoclast Armor are real, Heavy Perforator and Hardened Ironoclast are made up.
