They were the test pilot for the an experimental aircraft that used ion thurster . . . . turns out current ion thruster aren’t really that powerful at all so they probably shouldn’t have started that test with a launch off of a cliff.

Well. Chemically and physically seen, ions are not known for a very high mass or electric charge. Therefore, ions (resulting from newton's laws) won't give an aircraft much speed given that the aircraft (and the person inside) are together much heavier than a stream of ions. Naturally, this causes it to take a truckload of ions to get it moving. If you know the flowrate of the thruster (which we don't) you can calculate how much power it exerts on the plane. Fortunately, there is a degree of potential since planes with rotors and helicopters can fly using just air particles. This, on the other hand, needs a high rotor speed and diameter and additionally limits the maximum flight altitude the plane can reach. In the end they should've made sure they compressed the stream to generate more power and, most important, choose a different starting position since any plane needs a decent runway to gain speed. And whereas a cliff might give a significant boost of starting altitude it will also cause a harder landing if a plane doesn't work as in this case.
