Depends on the situation. If dead guy was attacking, I'd call friendly over to the shooter. If dead was killed wrongly and I have one of my guns, shooter is all but guaranteed dead. If I'm unarmed, I break contact and try to flank shooter.

I would make it an unitary state, do something about the economy, lower the taxes, and take the rest of the Nation of Belgium: take Nord-Pas-De Calais and givet from france, take luxembourg and zeeuwsch-vlaanderen, Limburg from the netherlands.
