Cast Zone of Truth, stop the bully and then grill him/her publicly on some personal matters. Zone of truth would force the bully to speak honestly, publicly shaming him before his peers. Then ask the bully if he/she enjoys being on the receiving end. After that, I would take the bully aside and try and figure out the root cause of where this mentality came from so it can be corrected and ween the bully out of it.
