A snuggle is more for lovers, though not reserved for them and a cuddle is "Aw, isn't it cute!" type of hug, although its longer than a normal hug. I think there's a bit more squeeze in a cuddle than a snuggle too... (Snuggles Kida)

My diagnosis, based on these definitions is that cuddle is more active; something you would do to someone, while snuggling is something you do yourself, to move yourself closer to another to feel cozier.
